About us

Since 1970, NPCC has been producing quality precast products for clients throughout Virginia, North Carolina and as far away as Guantanamo Bay, Cuba & Greenland. Our quality products, attention to detail, and outstanding customer service allow NPCC to continue to serve the construction industry.

Located on a 45 acre site in Suffolk, Virginia our production facility is comprised of 40,000 sq. ft. under roof. Custom wet cast forms, dry cast forms, and machinery are designed in-house and built for our production operation in our 11,000 sq. ft. fabrication facility. NPCC is proud to remain a family owned business and is constantly diversifying our product lines to stay current with the ever changing industry.

Quality Control

To ensure the highest quality, our process is monitored through every phase. As part of our Quality Assurance/Quality Control (QA/QC) program, the following test are performed by one of our certified technicians:

  • ASTM C-172 Standard Practice for Sampling Feshly Mixed Concrete

  • ASTM C-143 Standard Test Method for Hydraulic-Cement Concrete

  • ASTM C-1064 Standard Test Method for Temperature of Freshly Mixed Hydraulic-Cement Concrete

  • ASTM C -231 Standard Test Method for Air Content of Freshly Mixed Concrete by the Pressure Method

  • ASTM C-138 Standard Test Method for Density (Unit Weight), Yield and Air Content

  • ASTM C-31 Standard Practice for Making and Curing Test Specimens in the Field

  • ASTM C-39 Standard Test Method for Compressive Strength of Cylindrical Concrete Specimens

  • ASTM C-1611 Standard Test Method for Slump Flow of Self-Consolidating Concrete

Quality Control Technicians are certified in both plant and field by the Virginia Department of Transportation (VDOT) and American Concrete Institute (ACI). Pre-Pour Inspections and Post-Pour inspections are performed on every product by a Quality Control Technician. As a member of the National Precast Concrete Association (NPCA), our Quality Control Technicians are required to complete NPCA's Production and Quality School.

LEED

LEED, or Leadership in Energy & Environmental Design, is transforming the way we think about how our buildings and communities are designed, constructed, maintained and operated across the globe. Comprehensive and flexible, LEED is a green building tool that addresses the entire building lifecycle recognizing best-in-class building strategies.  LEED was developed by the U.S. Green Building Council (USGCB).  Below is a list of credit categories that may apply to products produced by NPCC.  Upon request, NPCC will provide  the customer with a Precast Concrete LEED Project Summary to be used for the LEED certification.

New Construction Materials & Resource (MR)

MR4  (Recycled Content)    Max. Points: 2

Use materials with recycled content.

  • Weight of material postconsumer content + weight of 1/2 preconsumer content = 10% (1 point)

  • Weight of material postconsumer content + weight of 1/2 preconsumer content = 20% (2 points)

Precast Advantage—Precast concrete products may contain supplementary cementitous materials such as fly ash, which will add to the projects recycled content goals.  Precast concrete products may also contain rebar and welded wire mesh made from recycled steel.

MR5  (Regional Materials)    Max. Points: 2

Use materials or products that have been extracted, harvested and manufactured within 500 miles of the project site. 10% (1 point) 20% (2 points)

The calculation is based on the overall material cost.  Materials cost includes all expenses to deliver the material to the project site.  Materials cost should account for all taxes and transportation cost incurred by the contractor, but exclude any cost for labor and equipment once the material has been delivered to the site.

Precast Advantage—Because concrete uses plentiful and natural raw materials, concrete components can be extracted, harvested and manufactured within 500 miles of the project.

Sustainable Sites (SS)

SS 5.1  (Protect or Restore Habitat)    Max. Points: 1

Precast Advantage—Precast concrete products are plant cast and delivered to the site ready to set, so they reduce the staging area required, which can reduce the overall site disturbance.

SS 6.1  (Stormwater Quality Control)    Max. Points: 1

Precast Advantage—Most stormwater management plans will require manholes in the design to properly handle stormwater runoff.  Precast manholes are the superior choice.

Neighborhood Construction Green Infrastructure & Buildings (GIB)

GIB 7  (Minimized Disturbance in Design & Construction)    Max.  Points: 1

Precast Advantage—Precast concrete products are plant cast and delivered to the site ready to set, so they reduce the staging area required, which can reduce the overall site disturbance.

GIB 15  (Recycled Content in Infrastructure)    Max. Points:  1

An international trade association, NPCA represents manufactures of plant produced precast concrete products and companies that provide the equipment, supplies and services to make these products.

The Precast Concrete Association of Virginia is dedicated to the growth of the precast concrete industry. They pursue that purpose by educating and partnering with specifiers, installers and end users on the advantages and proper utilization of our products and systems. The association will represent its members in the Commonwealth of Virginia.

The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels.

HRUHCA serves as a unified voice for the regional utility and heavy construction industry and to promote communication and education throughout our industry.

ASTM International is one of the largest voluntary standards development organizations in the world - a trusted source for technical standards for materials, products, systems and services.

The American Concrete Institute (ACI) is a nonprofit technical and educational society organized in 1904 and is one of the world's leading authorities on concrete technology. ACI is a forum for the discussion of all matters related to concrete and the development of solutions to problems.

Coastal Virginia Building Industry Association represents more than 500 companies who serve the shelter industry in South Hampton Roads and the Eastern Shore of Virginia.
